Development strategy

The strategy of the Ophelia Public Association for the next five years reflects our commitment to actively contribute to the prevention and combating of domestic violence and gender-based violence, as well as to the promotion of gender equality and the fundamental rights of women and children. Through an integrated approach focused on prevention, protection, empowerment, and partnership, we aim to generate sustainable change at the individual, community, and institutional levels.

A key pillar of our strategy is increasing awareness and education within society. Ophelia promotes an informed, engaged, and responsible society through public campaigns, educational activities, and awareness-raising initiatives carried out both offline and online. Particular attention is given to working with young people, teachers, and parents to challenge gender stereotypes and prevent violence from the early stages of social development.

Another important strategic area is contributing to the development and improvement of public policies in the field of preventing gender-based violence. The Ophelia Association is actively involved in public consultation processes, monitoring, and the formulation of recommendations, supporting the implementation of national and international standards, including the provisions of the Istanbul Convention, at local and regional levels. Our strategy places a strong emphasis on directly supporting women affected by violence through specialized services provided in a safe and empathetic environment. 

Through the Ophelia Women’s Resilience Center in Cahul district, we provide qualified legal assistance and psychological counseling, contributing to emotional recovery, the rebuilding of self-confidence,and access to justice. In addition, we promote the economic empowerment of women as a key element of independence and resilience, through vocational training, mentoring, and support for entrepreneurial initiatives. To amplify the impact of our interventions, Ophelia invests in strengthening partnerships with public authorities, civil society organizations, educational institutions, and donors at local, regional, and national levels. Cooperation and joint efforts are essential to addressing complex challenges such as gender-based violence.

Last but not least, the strategy focuses on the institutional development and sustainability of the Ophelia Association. We aim to be a strong, transparent, and sustainable organization, with efficient financial management, a well-trained team, solid  resource-mobilization mechanisms, and open communication with beneficiaries, partners, and the wider community.Through this strategy, the Ophelia Public Association reaffirms its mission to build safer, more equitable, and more inclusive communities in which every woman and child can live free from violence and discrimination.
